With things hotting up with the London Mayoral Election, this year also marks the 5th anniversary of the current Mayors controversial introduction of congestion charging.  Congestion charging wasn’t a new idea, banded about under the Smeed Report 1964, it took government 36 years to pass the Transport Act 2000 that allowed local authorities to introduce such schemes.
