Welcome to Junction49. It's great to see your idea up here.
Do you have a date in mind for when you would like to hold the community festival? You could always do it on the same weekend as The Big Lunch which is Sunday 3rd June this year. The aim of the Big Lunch is to bring neighbourhoods together and sounds a little bit like what you want to do. http://www.thebiglunch.com/ Nevertheless, it's worth checking out the website as they have some good resources which you may find helpful.
The first thing you'll want to get organised before you start planning anything else is securing the venue. There' a really good project called www.somewhereto.com which helps 16-25 year olds find the place they need to do the things they want. They have regional coordinators based all over the country and you can contact them via the website link above. They should be able to help you find the perfect venue and help you to secure the park if that is where you would like to hold it. With their help it should hopefully also mean that you can get it for free.
In the meantime whilst you're looking for a venue you can send off some funding applications to make sure you get enough money in time. Before you do, you might want to have a think about what you'll need the money for and how much i.e. food for the BBQ, marquees, games, volunteer expenses... Here are a few places that you can apply to. If you need any help with the application forms just let me know.

Awards of up to £2500 for your project, given in stages, for projects to improve the community. This is open to 13-25 year olds. In the first round you can apply for £300 and then after you've completed that part of the project you might get invited to apply for £2500.
- Live UnLtd http://www.liveunltd.com/
Live UnLtd will give up to £5,000 of funding and all the support needed to turn a great idea into a reality. Open to 11-21 yr olds.
In terms of insurance you should be able to get that through Your Square Mile by signing up to the mutual for £10. http://yoursquaremile.co.uk/blog/mutual/fabulous-ysm-offers-for-this-month/ As part of the mutual you receive free personal and public liability insurance which covers most things (although not a bouncy castle). It's worth double checking though as well and the have a helpline you can call to find out more.
