Great to see you've got another idea up. I think this is great and it might be worth talking to your local council first to see if they're handing out any snow shovels at the moment for free. I know that there are a couple of councils who have done this in London.
Is the snow really bad round where you live?
I'm thinking you're probably wanting to get this idea all set up now which means if your council isn't offering anything you might not have enough time to apply somewhere for funds. What you could do is ask people in the local community to each give a contribution to cost of buying a few snow shovels and grit so you can get going. I think you might also need to get permission before you go gritting any services.

Sorry to hear you haven't had much luck. As the snowy weather seems to have passed for now, you can still try and get an answer incase we get more snow.
In the meantime you should hopefully be able to put your efforts into setting up your other event? Have you been able to make any progress with that yet?
